  "abstract": "Background Health Determinants Research Collaborations (HDRCs) are funded by the NIHR to boost research capacity and capability in local government and create and embed a culture where evidence is used systematically in the policy-making process, particularly where policies impact on health inequalities. There is a need to understand the tools and frameworks that can be used to measure whether HDRCs have been successful in improving research culture as a step towards more evidence-informed policy making (EIPM).Methods A scoping literature review was undertaken to identify and critically assess validated tools and frameworks for measuring aspects of research culture and EIPM. This was used to develop a typology to compare and categorise these tools and frameworks. Semi-structured interviews with HDRCs explored how they carried out baseline assessments of research capacity, capability and culture, with a focus on understanding how existing tools were adapted to fit local requirements and how stakeholders were engaged in the process.Results The literature review identified 11 tools published between 2002-2024. 3 of these were developed in the UK with the remaining 8 developed in Australia, Canada and the USA. The typology characterised and compared these tools based on their theme, focus area, underlying theoretical framework, the setting in which they were developed and their outputs. Interviews with HDRCs revealed a reluctance to use these tools in their published form, the main reasons being their length and inappropriateness for use in a local authority context. Insight gathered through qualitative research was deemed to be more useful than that obtained through self-completed survey tools.Conclusion There are a range of validated tools and frameworks available for measuring different aspects of research culture and EIPM, but these may not be suitable for use in a UK local government context. Qualitative methodologies may yield more useful insights on this subject than self-completed survey tools.",
