  "abstract": "Background Health inequalities are shaped by the social determinants of health, which are significantly influenced by local government policies. The Health Determinants Research Collaboration (HDRC), funded by the NIHR, aims to strengthen research capacity and capability within local authorities, promoting evidence informed policymaking. Tower Hamlets is among the first local authorities to receive funding to establish a local HDRC. The project aimed to: Co-produce four research themes with residents and stakeholders, generating qualitative insights to inform resident-centred policy research priorities; and Jointly design, implement, and evaluate a process for co-producing research priorities with residents and stakeholders.Methods Between April and May 2025, six resident workshops and three stakeholder workshops were held in Tower Hamlets. A nominal group technique was used to facilitate consensus driven decision making and research themes were prioritised through dot voting. Facilitators documented discussions using structured worksheets, which were analysed using practical thematic analysis consisting of a three step qualitative research approach tailored for multidisciplinary teams conducting health service research.Results Residents prioritised the following four research themes: community safety, opportunities for residents, economic security and support, and maintaining physical and mental health. Residents identified further subthemes within these and reflected on the interconnected nature of the themes. For the HDRC team, reflecting on the methodology also led to the development of a systematic approach for co-producing research themes in local government that align with residents’ priorities. These themes will be used to prioritise research partnerships from the council and universities in building the evidence base.Conclusion This research reinforces the council’s commitment to ensuring residents are at the heart of decision making. It offers practical insights into conducting health research within the context of local government, as well as pragmatic and robust methodology.",
